According to the USGA, the average handicap for golfers is 16.1 for men and 29.2 for women.  These numbers have remained largely the same over many years despite significant advancement in golf technologies. 
There are a number of reasons for this incident.  One major reason we have found from our years of experience in the golf industry is that many golfers do not have the passion for improvements which therefore caused them to not practice their game. 
Secondly, the advancement in golf technology available today is not fully utilized by golfers.  This includes not getting proper club fitting to individual swings, which is very distinctive to each individual.  It is similar to going around finding a suitable sized suit or customizing it.

Lastly, many golfers practice thewrong techniques.There are many cases where golfers just practice what feels right to them.  Occasionally they would simply extract some tips from a golf magazine, practice them not knowing whether these tips could improve their game or bring it the opposite way.
